Sack NDLEA chairman now or forget second term ambition: NDLEA officers tell Buhari, APC


Officers of the National Drug Law Enforcement Agency (NDLEA) have threatened to campaign and vote against the ruling All Progressives Congress Party if it fails to probe and sack the Chairman of the Agency, Muhammad Abdallah with a view to addressing the poor welfare and stagnation of officers in one rank for over fourteen years.

In a communiqué signed by the leader of the group, Musa Ahmed Yusuf, the officers noted that “hopes were very high when President Buhari won election in 2015 but sadly enough few months to another general election, there is not a single promotion in NDLEA all through his tenure; our salary is the least among security agencies despite the high risk in fighting drug barons. In addition to Abdallah’s misrepresentation of the party, officers are highly aggrieved that the president has failed in terms of swift response to complaints of oppressive rule by Abdallah”.

We, therefore, call on Buhari to investigate Abdallah to confirm if truly officers have been stagnated in one rank for fourteen years; if indeed Abdallah has refused to release running cost to commanders since he assumed office; if officers are dispirited and dejected over poor welfare; if the entitlement of late officers have been utterly neglected and if Abdallah has been draining the overhead cost of the Agency on unnecessary and corruption driven foreign trips. The Agency gets an average of 48 million naira monthly and since Abdallah took over office over 85 per cent of one billion, seven hundred and twenty-eight million naira overhead cost for three years has gone into his frivolous foreign trips.

The rot in the NDLEA due to incompetence and callousness of Abdallah is humongous. The officers summarised the problem of Abdallah as lack of vision, the absence of interest in the job, lack of patriotism and ineptitude adding that allowing him to continue in office a second longer will further drive the Agency into an irredeemable state of putrefaction. Our grievance is based on his failure in leadership capacity and has nothing to do with tribe and religion.

They accused Abdallah of insensitivity and cruel disregard for the welfare of officers. “We have lost more officers under Abdallah and none of them has been paid their benefits. Their children are out of schools and family members are living in abject squalor. Nothing can be more demoralising and painful as seeing our late colleagues being denied their hard-earned benefits while we suffer unending stagnation after a selfless service. Some of us are few years to retirement and we will never give up until this injustice is redressed” the statement added.

“In a country with numerous Generals and high ranking seasoned administrators, Colonel Abdallah has shown that his appointment was an administrative error of the highest order. This is obvious as simple administrative promotion procedures of two weeks have taken Abdallah over three years without any headway. As concerned officers, we have written and proffered suggestions but his administrative turpitude has restrained him from the path of good and justice. The name Abdallah emits strong resentment among officers and his tenure will go down in history as the sad and dark era of Nigeria’s drug control.

“On the way forward, we call for the immediate sack and prosecution of Abdallah and his team of incompetent and wicked directors. We demand an appointment of a Sole Administrator to conduct harmonisation and proper placement of officers with full payment of benefits. The director of administration and finance, Mr Yohanna-Silas Mshelia and others wrongfully promoted like Suleiman Ningi, Special Assistant to the Chairman must be brought back to their normal rank and made to refund the balance of every financial entitlement.

“Imagine Yohanna-Silas was fraudulently employed in 1994 with a Bachelor of Law degree on grade level 14 without previous work experience. This is unheard off. Besides having no knowledge of finance, he was also made a director to facilitate the questionable transfer of money into Abdallah’s account for his inconsequential and illegal foreign trips.

“Ningi Suleiman catapulted himself from level 14 to 16 when he is not even qualified for level 15 thus making him superior to his seniors in the service. This has continued to breed indiscipline in the Agency. Femi Oloruntoba who was redeployed from the Directorate of legal services following accusations of over a thousand accused persons that jumped bail during his tenure as director prosecution is today the acting chief of staff with deadly venom to see officers in pain and torment. Time will fail us to narrate how money and sex have become the determinants for posting to special beats. This injustice, shame and degeneration under Abdallah must not be allowed to continue.

“We, therefore, demand that the glory of the Agency should also be restored with a befitting headquarters as everything is in shambles because the Agency currently has no headquarters as the once vibrant Ikoyi office and the Abuja office are mere shadows of themselves. The Ikoyi office has now witnessed over two years of a total power outage. We task the Nigerian press to investigate these open allegations which are easily verifiable. Start by calling any NDLEA officer to know when last he/she was promoted.

This is not rocket science when a child is crying and the mother says nothing is wrong, a responsible father should investigate what is wrong with the child.

Destinies of people are being strangulated and ruined daily. The spirit of both the living and dead officers will continue to hunt Abdallah and his cohorts to their graves they said .
